What about relays that forget content after a period of time? These would be very lightweight and easy to run. Most people don't even want their notes stored for eternity.

Probably not in any reliable way. Soecific applications built on top of nostr might be able to offer a minimal level of protection against that kind of thing, but at the protocol I don't think it's even desirable to try to solve for that.
I've come to believe people are incredibly malleable and can made to accept almost anything. So long as they think their "tribe" is acting one way, they'll usually follow.
