Curious what specifically you find frustrating about this title?
I only ask because I work in the talent development sphere and titles are always a tricky tangle of specificity, hierarchy, compensation, and signaling.

I have some assumptions of my own as to why this is a fiat BS title, but I don't want to taint the waters before hearing your thoughts. 
 It sounds made up and fake. It sounds like bullshit. It sounds less prestigious or less professional than a systems administrator. It sounds like some amateur job. I've been at this job for 14 years. This sounds specifically like a downgrade. I'm not impressed at all.

Anytime I see "solutions" in a title I'm skeptical. It's a long-time strategy for covering up the negative connotation of sales, when signaling to clients or buyers.

Seeing it creep into the IT world is disappointing.

Not sure how you feel, but I think the Level 4 aspect of your previous role is pretty important and useful as well. It's crystal clear that you have a higher skillset than a Level 3, 2, etc. and that does affect the way people engage (if they don't know you already). 

Reducing the numbers to vague "senior, junior, executive" etc just makes everything more vague and everyone else unsure of whom they're really dealing with.
