Peering itself is relatively cheep (once you have purchased the routers to do it, data centre space to host them, cross connects to the peering exchange etc). The more expensive part is generally the upstream IP transit services to reach the rest of the Internet that you can’t reach through peering.

Is this possible to do in Canada? I worked for a company that provided ISP software and hardware to smaller ISPs but never bothered to learn the logistics of starting one.

Everyone is an ISP, paying each other by usage, competing and collaborating with each other.
