I think Graphene will do something against that with the new update.
I guess it's just an advertisement for graphene to turn these off too... It's worked on amber alerts for me in the past
I had them disabled for stock Sndroid and it stopped all the alerts but todays test alert was able to arbitrarily disregard my settings

In graphene can you get true insight into what is/isn't being used by the phone? Like verifying the cell radio, as someone mentioned in another post, isn't transmitting/receiving on the sly?
