So many new 'tests' of emergency alert systems recently in many nations. 
The psychological reaction to a scheduled false alert is just the same as to an unscheduled, real alert. Like 'trigger warnings' are just as triggering as the trigger. 
The governments keep us afraid, fearful and thinking only them can rescue us - from the problems they have created. 'Give the sickness, give the medicine'
