Closest I can think of would be Session. Runs on a decentralized onion routing network, end-to-end encrypted and anonymous. Problem is that it's quite slow at times and a lot of maxis would have an aneurysm over how the onion routing nodes are secured by staking OXEN (soon to be Session Token), but the average user doesn't have to even think about that and it helps prevent sybil attacks like Tor is vulnerable to. Still, I'd be interested in seeing what the Nostr devs could come up with!

Is Nostr equally as private in terms of IP? From what I understand, relays can see you IP address right?
I'm new to Nostr so I can't answer whether relays can see your IP but Signal's servers definitely can see your IP. Other users can't unless you do a video call and you can force Signal to route through their servers for video calls if you want to protect your IP (though non-contact video calls are routed this way automatically).
If you're connecting to your relay via clearnet then yeah they'll be able to see your IP. There are a number of relays that support tor. https://github.com/0xtrr/onion-service-nostr-relays

I'm not a fan of keychat since they don't use your existing nsec. Me having to tell people to chat with me but don't use this profile and to use another profile defeats the purpose of having one identity and interoperability of Nostr applications. I won't use keychat because of this.
I say this is a feature, not a bug If you want discoverability, just use kind 17 / kind 4
I wouldn't recommend that. You'd want to use an application that supports NIP-17, NIP-44, and NIP-59. NIP-4 is going to eventually be deprecated most likely.
