You become eligible to do community notes by some mechanism. I can see suggested notes and vote on them for example. I'm not sure if I can write them but I think you have to vote a bit before you are eligible to write them. I find seeing them without voting should be open to all.

no, it translates the same on every platform but the filter of the user uptakes it differently - which is the problem. and if someone does not actually read the content and just "vibes" it, the filter delivers it as the user has set preferences, regardless of how much accuracy it changes. context is not available in vibes, so replacing reading with "dude man the voices" delivery is dangerous - especially if the receiver is unaware of their own baises.
