Cuba should've never had a food rationing system, it should've prioritized education, and homesteading knowledge, the community is composed of individuals, that make the community. You gotta embrace both.
People are graduating with lower SAT scores, the economic incentives behind education are waning. There's no innovation within the education sector their budgets are tight. Maybe if they didn't make college so expensive students would try to apply.
With a well designed welfare system, the welfare state will eventually die. It's a knowledge based economy that'll create the critical thinking that'll outlive the use case of welfare.
