Considering a Type-1 Civilization has the ability to alter the weather... This isn't too far fetched.
However, this begs the question: how does one manufacture a hurricane as a civilization below a 1?
The conditions to artificially replicate one seem highly complex for today's current tech.
There was this peculiar and somewhat unsettling sound emanating from the storm, like a siren noise that would intermittently fade in and out, and at random inconsistent intervals.
I've been through a fair share of hurricanes, but this one made the strangest noises!
