#haven is a blossom server by default now. You just need to upload media to it. You can do this form a supported client such as Nostrudel. You'll need to add your server to your list of media servers in the blossom media server config section.
What is this new tool Flotilla by @hodlbod? While we await his official write up on it, I have some quick thoughts.

Maybe my WoT relay isn't the best for an on-boarding community since only WoT members can join. I'd have to use another relay, which is fine. Still a very useful tool for onboarding and helping people/answering questions.

As for hash rate, it does make sense to me for governments with a vested interest in Bitcoin to want to mining and defend the network themselves, just like non government users do.
