 Some behaviors are already illegal. Having a camera in front of an illegal activity doesn’t necessarily make it art, which is protected by the first amendment.

 There is vile stuff here, and all the client devs are working on ways to filter it. It has to happen at the relay level in addition to the front facing user interface
