That's not required to get the populous to slurp shit down anyway. Most people are happy slaves. I highly doubt that this particular instance is intentional sabotage, if that's what you're getting at. 

 They slurp shit down because it's not grossing them out and they trust food regulation works (it doesn't because it's captured).
