 I spent a few weeks in Buenos Aires in early 2019 and was very very nice. 

I believe that if one lives in SOHO it's probably fine. I remember back then people telling me not to go too much around, especially after sunset.

 Yeah certainly some dogy neighborhoods. Some safe also based on some Twitter guys I follow and YouTube etc.
