BitTorrent depends on trackers with (usually) DNS names. Magnet links depend on "mainline" Kademlia DHT which works as badly as IPFS'.

There are a few. IPFS is just one of the more robust ones, but Freenet is also technically a distributed file storage network. I believe Zeronet is also capable of this. There are probably others I'm missing.
