pretty sure it's basically two steps:

- run a gstreamer or VLC pipeline to convert the video to a series of images (eg, sample an image, skip N frames, repeat), outputting a directory of jpg/webp images

- then a simple bot that uploads and posts the next image from this queue every so often, remembering where it is
