@5b7bd300 Federal employment regulations are excessively arcane, but I think he may be technically right. An RIF means individual employees can't appeal and there is no guarantee of another position. A problem I see is that that anyone you do decide to retain is chosen entirely based on seniority and length of employment, so we'd end up with the most concentrated poison with whoever remains. There also appears to be a mechanism to get slotted into other fed agencies with openings with a priority over others(This is a bit unclear), so the poison would be spread around every agency. I think the supreme court would stop him anyway, they bend over backwards to avoid political chaos normally. A better tactic in my opinion would be to create a containment agency for all of them with a 3 rank demotion and no prestige (cleaning federal toilets or something).
