An RIF means individual employees can't appeal and there is no guarantee of another position. A problem I see is that that anyone you do decide to retain is chosen entirely based on seniority and length of employment, so we'd end up with the most concentrated poison with whoever remains. There also appears to be a mechanism to get slotted into other fed agencies with openings with a priority over others(This is a bit unclear), so the poison would be spread around every agency.

I think the supreme court would stop him anyway, they bend over backwards to avoid political chaos normally. A better tactic in my opinion would be to create a containment agency for all of them with a 3 rank demotion and no prestige (cleaning federal toilets or something). There seems to be more leeway with that sort of thing because the regulations specifically address demotions being acceptable to that level.
