 Too simplistic a view. Many certainly won't care (until a lot of them will and the way out will be incredibly costly).

Many others would care even now if they really understood the risks and consequences. The issue for a lot of people isn't ambivalence it is ignorance.

Many others do current care but are not in positions to easily opt out (too much of life/ responsibilities/ daily expenses still in fiat)

As for the rest who are taking action now in an attempt to maintain choice and freedom, we cannot predict or prepare for every threat vector. 
Bitcoin is the best opt out tool we have but to have it in a CBDC world won't guarantee access to anything more than CBDCs would afford us. This is because, although they are the worst kind of shitcoin imaginable, the problem isn't CBDCs, per say, but the completely captured and surveiled (global) economy that they make possible. 
Put another way, bitcoin cannot buy me a steak if there aren't any farmers to buy a steak from because all their land has been taken and given to megacorps and the entire supply chain is captured by the globalist cartel. 
If it got to this point, resistance will require a lot more than a bitcoin stash.
