No, they are not. The only way they can connect your wallet to you is if that wallet has on-chain connections to your personally identifiable information, usually through an exchange wallet where you have gone through KYC. If you don't let those connections happen, no one knows who controls the wallet.
This. But there's also the path of logging your IP address whenever you connect to the Bitcoin / Lightning network. Your ISP does this as a matter of course. Tor-ify everything. https://www.torproject.org
Nothing is stopping them in theory. In practice I would say that they realize that such an act is unenforceable and highlights how powerless they are to stop the protocol. It's better for them to capture and undermine it's usage than enact a ban that they can't enforce and will rile up the wrong kind of people.
But cant they enforce it? Where can I store my BTC so it would be truly safe? Coldcard? Ledger? Trezor? As of now I have not a single wallet I can truly trust that wont collaborate with the government under pressure
