Perhaps, we have this philosophically reversed. Mayhaps it's the responsibility of those who choose to resist indoctrination to protect those who hold a preference for it. Perhaps, we're always getting this wrong. 🤷‍♂️

I'm still on the fence on what free-will actually is if humans can be "programmed" at all. What's to say those against indoctrination weren't "programmed" themselves? 
 It’s what we do. We’re social animals, biologically wired to need (and thrive in) the company of others. “Survival of the fittest”, for us, involves “programming” others to react (and desire) as we want them to. 

Humans do this. Some do it better. None are immune.  
 Social animals sure, but specifically political animals.
It's more like "survival of the good enough" 😆 

The way you put things sounds a bit like machiavellian manipulation, but I think I get the point. From family and community to a larger culture, all reinforce their preferred behaviours and wills in people. 
 I was referring specifically to state-run indoctrination. There's a core fundamental difference in letting someone (the state) "program" you and choosing how you wish to be "programmed". 
 Choosing a source of indoctrination as better than any other(ie, community, family, culture) is arbitrary or part of the pre-existing indoctrination. 
State or otherwise, if humans can be programmed what's the threshold for free-will? 
 Humans naturally have a partially arbitrary nature, as only the minority are capable of effective leadership and commitment to any kind of progression. Most are cowards and will be terrified to commit to anything that they know will place them under pressure.

An individual always has free will. And nature itself always chooses the proper "disorder", not order. I know how insane it sounds, but the whole concept of order is binary. Order and disorder are not different. They form some type of totality.
