I agree a simple repost has little value, it's similar to a + reaction.
From my experience, bare reposts have a place, although it's controversial. For example, reposts are excellent for sharing something from another community into your community. Sure, you could also quote it, but, as previously mentioned, people would then start quoting & not actually add any content.
