 This depends on a lot of factors. It can, but, it can also be fine. 

Also, you need to define fast charging. Many phones "fast charge" at only 18w.

Oneplus is pushing the limits with their dual cell layout that charges at a legit 100W.

 Yes it has. My phone is slowly dying 3.5% a year due to fast 2 amp charging
