 How is a business going to say "we desperately need employees, looking to hire at least 10 people by the end of the year." Then not schedule their employees to work? 

Nothing in this world is free, and people need more then 10 hours a week of work. Wouldn't it make more sense to have 5 employees at 30 to 40 hours per week then to have 20 employees working 5 to 10 hours? 

Maybe I'm wrong?

 Perverse incentives driven by state "regulations" drive "employers" to hire more interchangable, low-time "employees" to avoid having to pay for "benefits."

All part of the matrix, for sure. This is why we need more visionaries to adopt an agorist approach, founding truly private enterprises that completely divorce themselves from state regulations and control. Hire and pay people privately using bitcoin; cut the state middleman entirely out of the picture! 
 "Benefits" were the most expensive part of employees when I was in management… corporate made us avoid that at all costs… hiring just part timers is a horrible move for customer service standards… imho…
