The user should be able to use a kind 7 "+" or "-" to vote on whether they want a particular proposal to be implemented. It should perhaps be displayed as  👎👍 or up/down arrows.

The top of the proposal could have a count of likes/dislikes and items that receive more net-positive votes could be displayed higher in the list. (Of course, the developer still has full choice over what to implement when, but it's an easy way to get signed feedback).
