they are currently. yes. But they got invented to give you a privacy solid alternative for custodial lightning wallets (Which are tbh IOUs as well). Seeing how many people use custodial solutions that's atleast a privacy upgrade. * And maybe there might be comming a solution making them trustless.

You can always put it on a Cashu token and redeem it in whatever ecash wallet you're using. Even 1 sat.

A Cashu token (ecash) works with any ecash compatible wallet. You can use your entire balance to create a token, and then you can give the token to anyone you want. They can then redeem the token in their wallet resulting in a transfer that doesn't involve any fees. So, you could create a token with your 11 sats in one wallet, and redeem it in another wallet. It provides a way to easily sweep a wallet of its entire balance without having to think about fees.
