It depends on the relay. Relays can delete them if they want, they can stop giving them to clients, or they can just ignore the delete request. 

 “Delete” on nostr is a request for relays to delete the note. Many relays support the feature and honor the request. But there’s nothing to prevent a relay or client from retaining a copy of it once it’s posted.
