I don't know shit about this situation, but what comes to my mind is the looting risk. Disasters draw looters like flies. So I suppose FEMA is stopping private people from coming in to offer assistance on the presumption that they are looters.
There seems to be very solid reasoning that its because they have "relief contracts" with "preferred vendors" and they can't have normal people in helping. There's nothing to loot in these areas anyway. I'm sure the "stop the looters" and "we don't want to have to save more people" line is the excuse they use. Sitting right next to the "for the children" and "stop terrorism" wrapping paper.
