 I don't know shit about this situation, but what comes to my mind is the looting risk.  Disasters draw looters like flies.  So I suppose FEMA is stopping private people from coming in to offer assistance on the presumption that they are looters. 
 There seems to be very solid reasoning that its because they have "relief contracts" with "preferred vendors" and they can't have normal people in helping. There's nothing to loot in these areas anyway.

I'm sure the "stop the looters" and "we don't want to have to save more people" line is the excuse they use. Sitting right next to the "for the children" and "stop terrorism" wrapping paper. 
 Yes and they say X/Twitter and social media is not tamping down unhelpful conspiracies that are hindering relief efforts.

Prebunking, debunking, programming. 
 I honestly don't know if I blame government for incompetence, but if it's really true that they are blocking help, that makes my blood boil! 
 Yes, the people with the private helicopters are there to loot the stranded people 
 Let me repeat:  I don't know shit about this situation. 
 Stop it, you're spreading common sense! Let people hate on everything.
