Seating first for sure! 1. No one wants to walk into a building and be hit with a line of people waiting to buy and then not be able to walk past to get to a seat 2. When the seating (with people in it!) are visible from the outside, then people feel invited to come it and at the very least are intrigued. Imagine having no customers at the coffee bar...people from the outside will wonder if the business is worth their patronage. But put the seating first and have people in the seats...then curiosity if peaked. P.S. A lot of context is missing from your question so take my input with a grain of salt.
