 "talking civil war" is stupidly vague 

there are general historical events that correlate with a failed state / civil war / insurgency movement

if these events are happening in your own time, it's good and proper to discuss and prepare for the likely.

we have have a tyrannical central government.  the people need to come to a consensus on when violence is the answer

 civil war has a fucking definition. you would do well to look it up.

the kings are made up of the people. this is the usa.

if you're saying kill the invaders, that's not civil war.

if you're saying pretty much anything else, it's civil war.  from states rebelling against the feds, to insurgents fighting their states.

you know damn well that there will be tons of civilians who side with the feds as informants and counterinsurgents.
