"talking civil war" is stupidly vague 

there are general historical events that correlate with a failed state / civil war / insurgency movement

if these events are happening in your own time, it's good and proper to discuss and prepare for the likely.

we have have a tyrannical central government.  the people need to come to a consensus on when violence is the answer
