Complacent supply management system that receives heavy lobbying to further entrench anti-competitive protectionism. For example, a recent peer-reviewed paper found that the system doesn't even keep good track of production, and further discovered that roughly 7% of milk produced is just dumped down the drain due to existing regulations and oversight, compared to ~0.5% in other countries that leave it to open markets, or even just run supply management better than Canada.
