It's victim blaming bs...our version in the west is stuff like "if you don't want your breasts to be gawked at, then don't wear a top that shows your cleavage."
Yes, ofc that's the "bigger picture" here. But even in metaphors they give themselves away. You cannot victim blame without making men look like subhuman pests that are better off eradicated. After all when a dog bites a child it's put down. Sometimes even if the child provoked it.
