 Good question. I think startups become businesses but they are starting up hence the name lol.

 One definition that I think makes sense is "startups are orgs operating under extreme uncertainty". By that definition, selling popcorn is probably not a startup.

 A business generates revenue and profitability vs a start up generates expenses in view of becoming a business
