 Do you believe they will try to administer this at the ISP level? 

It sounds like they are going to ask social media companies to KYC every user? 
 I think that's the direction they want to head in. 
 What do we know about how that might work? 
 Start out with fines for the big players, then whack-a-mole on the long-tail, or anything that becomes big.  At some point they'll try and automate it all with AI, but that will probs be a few years away.

 Here's a great way to keep kids safe: Force them to use the dark web. Oh, wait 
 Strange language isnt it?  The web that spies on you is NOT called the "dark" web.  The regular unspied upon web is called "dark".  I recommend listening to Snowden's talks.  He argues convincingly that they will remove privacy from the biggest parts of the web, or add KYC.  And everything else will just be marked as suspicious.  They'll come after that whether you've done something wrong or not. 
 The more bloated by bureaucracy the legacy web becomes, the more the free web will outcompete. 
 There is no clear indication of it being administered at the ISP level from my knowledge...yet. Apparently it is designed to be 'voluntary'...that is just what they say for now isn't it. 

Re KYC - well yes I guess so. How else would they do it.

Can you phone SIM card also become your digital ID...🤯
