Even Russia and China have too much to lose.

Even Iran's government would be looking at a net loss of power.

The DPRK is about the only state actor with means, motive and opportunity.

 The US has the largest motive.  They do not want to lose reserve currency privilege.  Either way if satoshi was an independent actor or a US govt individual (not the Fed; very important distinction) the US has the most to lose.  

How do you create a bid for your paper bonds?  Re capitalize the system with something of value.
