 What about making a #nostr relay app for ubuntu packaged in .deb? 

With a nice GUI, so no command line needed 

No dedicated servers, unless it would affect speed..?

Anyone could run it on an old computer/raspberry pi

Where the host himself can decide how much hard drive space he wants to allocate for storing posts?
