I don't think so. They can provide dry powder and maybe some return over cash if interest rates fall. It's also a lot easier to buy bonds as an investor than hold cash, especially buying a global bond etf (vs trying to hold cash in multiple currencies).

It’s not always that simple. When you’re required to hold cash or cash equivalent assets as an investor or institution & savings accounts & overnight deposits yield -2% then a 2 year treasury yielding -1% is a money saver.
