Finland will actually be in a relatively good place if a nuclear war happened and they avoided it, due to low population density and alternative food sources other than agriculture. It won't come to this, and optimizing for a better outcome in this scenario, rather than optimizing prevention of this scenario is absolutely ridiculous.
