Absolutely. I picked up a used "B" grade s19 95T from @Kaboomracks and am running it with Braiinsos. The watercooling gear is off the shelf PC cooling stuff that's pretty much plug and play with some tubing. The case is something I cut and riveted together from sheet aluminum and 3/4" angle extrusions. About the most technical thing was repining the Noctua NF-A6x25 fans to two pin connectors for the power supply.
I'll also add that a separate enclosure like I built is completely unnecessary unless like me, you plan on putting it in the bedroom you share with your wife. You can get a single 480mm radiator and direct mount it via the existing s19 120mm fan mounting holes and be good to go. For packaging reasons I've gone with two radiators and made it as complicated as possible.
