I'm not going to defend the odds, but people play because they need a little hope. A few hours of daydreaming that they can get out of the rat race. 

As much as I like to take shots at the GOP, the origins & expansion of the Multi-State Lottery Association (MUSL) are bipartisan.

 1970s. While of course some Democrats will always be complicit with Republican goals, it is not controversial to assert that modern American lotteries were mostly a Republican project.
