Does this even make sense? Who does the ISP peer with so that they don’t have any upstream left? I mean the cable is there in the ground. It can be used bidirectional, no? 

 @schmijos It's not about capacity, but about intentionally restricting what you can do with the connection.

 The upsell argument I get. But the instability I would not accept. This is all per cable? No air involved?
