Decide on a cpu and gpu in your budget for the gaming pc and make sure they match up/don’t bottleneck each other or your wasting money in one direction or the other. 

Get it built at a local pc shop if you can’t build on your own. Beyond those 2 parts the rest doesn’t matter and they will build it to match those

 Buy something as close to 1 KG as possible, 14 inch display and a battery life that will last 10 hours.  A good candidate is Macbook Air or Surfice Pro.

Can't recommend on Gaming PC but if it's for “gaming” slap a Ryzen processor, a modern GPU, 32gb ram. And big SSD storage.  ( if using work, use cloud storage of install a RAID setup )
