 This is kinda what Marxists teach.

The whole point of Marxism is to indoctrinate and "awaken" people into a communist critical conscienceness, so they will become communist revolutionaries and violently overthrow the system, to bring about a communist society where everyone will be forced to live according to communism until everyone "awakens" to the perfect communist consciousness and lives in a "perfect" communist utopian society where everyone is happily brainwashed and controlled. (by the oppressive dictators of course)

Maybe he was studying their writings and predicting what their actions would lead to over time when he wrote that book .. as we are seeing their actions becoming more true to 1984 everywhere now.
