 What does “What can be, unburden by what has been” mean to you? 
 A fresh start, or absolutely nothing, depending on the orator. 
 And the unburdened bit? 
 That’s the ‘fresh’ part, no holding on to baggage from the past.

I’m making this up as I go along.

 Depends on the context 😄 personally I like explanations 1 & 2, obviously  
 Deletion of history to build a new one, in another image. Not a favorable one to freedom. 
 At least, if it's in the context I think you're speaking of. 
 Yeah, when I reflect on it, the unburdened part could be taken as being quite dark. 
 A mental illness onset 
 Depends on what’s has been said prior that led up to this saying, honestly I don’t feel much when I hear this live 
 Damage that will be done, unburdened by the lessons of damage that was done in the past

The good, often necessary balancing forces are being twisted as "burdens" to society, so bad things can seem acceptable

Like "genocide, unburdened by morality" or "theft, unburdened by consequences" or "reserve currency monopoly, unburdened by physical constraints"

 
 There's only now & it can't be experienced while you're living in memories of past nows. 
 About the same as “very demure, very mindful"
