It's mostly intentional or a byproduct of regulation mandating that all printers be forced to print nearly invisible dots to ID the make and model (and maybe even serial number) of the printer, which is why if you run out of yellow or some color, you can't print simple black text. Only a few companies meet these regs, so there is very little competition to drive things to get better.
