Everyone takes a civics test. If you pass, you get entered into a lottery. If your name is picked it goes to a yes/no vote for the population. If it’s a no, back to the lottery until we find someone we can all agree to. 

Since I’m making rules, here are a few more: all laws expire after 24 months unless they are voted in by 75% or more. And glitter is made illegal (that law never expires).
