It’s both, but I think the general consensus here is that in a world of mostly good people, with the power of full freedom of speech, many of us feel the responsibility to use that freedom to call out assholes when they’re being malignantly antisocial. Part of how organic free society forms is that when someone behaves in a way that is unacceptable to the other individuals, the one who acted out is shamed or ostracized, and learns that the rest of the society will not voluntarily associate with him if he doesn’t modify his behavior.
