Yes. Know your history. In 2008 the US army published this paper (below)developing their first strike nuclear doctrine. The doctrine is based on strategically placing missiles close enough that can be used to counter a nuclear response after the nuclear first strike is launched, thus defeating the enemy and surviving the response. This is precisely why NATO advanced east to the russian border, including planning to advance into Ukraine, and placed anti-missile missile batteries in Eastern Europe and other places. At the time they laughably said it was to counter attacks by Iran. This is precisely why Russia will not allow the west to strike Russia with long range missiles , because Russia has no way of knowing and less than 5 minutes to find out if it is in fact a nuclear first strike.
