It is naive to assume that they have any stake in the Fediverse apart from that. Very likely federation will be based on dedicated contractual agreement with other instances to protect their interests. I would not stay on a server buying into that.
An idea to get rid of spam in open electronic message systems:
By combining messaging with micropayments and a protocol where you have to deposit a tiny amount for messages to recipients outside your domain, unless you are pre-cleared.
Once the recipient confirms the message as non-spam the deposit is released back to the sender. If it is marked as spam by the recipient, the deposit goes to the infrastructure provider.
